The Jharkhand Academic Council (JAC) has made rules for Matric, Intermediate, Madhyama (Sanskrit) and Madrasa exams. Starting in 2027 students cannot register online unless the school’s U‑DISE Plus code and their own Permanent Education Number (PEN) are entered. Applications missing either will be rejected.
Note: JAC’s new rule is about the student’s PEN (Permanent Education Number) not a PAN (Permanent Account Number or tax ID). The two are often mixed up. This rule deals with education identifiers, not tax records.
Why JAC Introduced the New Rule
The rule is part of JAC’s effort to add transparency and stop registrations. From on schools must enter their U‑DISE Plus code and each student’s PEN when they register online for Matric, Intermediate, Madhyama (Sanskrit) and Madrasa exams. Any application missing either the U‑DISE code or the PEN will not be accepted for the 2027 exams or any future cycle.
The order came under the guidance of Uma Shankar Singh, Secretary of the School Education and Literacy Department and the JAC secretary told all district education officers to enforce it. In Dhanbad District Education Officer Abhishek Jha has already sent orders to all block‑level officers and school heads. Schools that still lack a U‑DISE code have been told to contact the Jharkhand Education Project Council away to get one.
What This Means for Schools and Students
District officers say that putting the U‑DISE code and each student’s PEN on the portal will be mandatory for the 2027 exam cycle. They will keep an eye on the process at the district level so that no eligible student is left out because of missing paperwork.
Curbing Enrollments Building Reliable Data
Officials say the new system will stop problems like a single student sending duplicate applications from different places or enrolling students who are not allowed. It should also create a central record of students at the state and national level making it easier to track dropout rates and enrollment numbers.

JAC has told the heads of all government government‑aided, secondary and higher‑secondary schools, intermediate colleges, Sanskrit schools and madrasas to get the Permanent Education Number for every student before September 30. This is before the registration for the cycle even starts.
The department says the rule will keep the calendar on track and avoid delays in result announcements. Board exams for JAC‑affiliated schools as well as Madrasa Wastania, Fauquania, Maulvi and Sanskrit (Madhyama) streams will now happen together and within a fixed schedule.
What Is a PEN (Permanent Education Number)?
The Permanent Education Number is a unique student ID used in India’s school education data systems linked to the U‑DIS (Unified District Information System for Education). It gives every student a trackable education ID, similar to how CBSE uses the APAAR ID for its List of Candidates. JAC’s rule brings its system into line with the national push for standardised portable student records.
Why It Matters
For students and parents the main point is clear: schools must make sure every enrolled student has a PEN and that the school’s U‑DISE Plus code is on file before September 30.
