The Telangana government has put out a draft bill called the Core Urban Region (Integrated Governance) Bill, 2026 also known as the CURE Bill. They want people to give their opinions on it. The bill aims to change how the city of Hyderabad is governed.
Replacing a Seven-Decade-Old Law
The CURE Bill will replace the law that has been governing Hyderabad for over 70 years. This old law, called the Greater Hyderabad Municipal Corporation (GHMC) Act of 1955 does not work well for a city that has grown to 1.3 crore people.
The old law is outdated. It does not handle the needs of a city. The new bill will make a modern system to handle citys needs.
Bringing Multiple Civic Bodies Under One Umbrella
The CURE Bill wants to bring the Greater Hyderabad Municipal Corporation, Cyberabad Municipal Corporation and Malkajgiri Municipal Corporation under one system. It will keep some powers with each corporation. It will also have a system to oversee everything.
Key Reforms Proposed
The draft bill has changes.

Water Supply
The bill wants to improve health. It gives water supply responsibilities to the Hyderabad Metropolitan Water Supply and Sewerage Board.
New Institutions for Governance
To strengthen oversight and coordination, the bill proposes establishing the CURE Apex Governance Council, chaired by the Chief Minister, along with a supporting executive committee. The Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) has been designated as the nodal agency responsible for protecting lakes, drains, and public land, in addition to its disaster management mandate. Beyond HYDRAA, the draft bill envisions dedicated authorities for traffic management, climate action, heritage conservation, food safety, gender inclusion, and labour welfare. A CURE SMART Governance Centre is also proposed, intended to serve as a real-time, multi-agency monitoring and emergency coordination hub. Additionally, a CURE Appellate Authority would be created to enable faster grievance redressal for citizens, alongside plans for an integrated digital portal and a single consolidated utility bill.
What Happens Next
The CURE Bill is still a draft. The government wants people to give their opinions. They will use this feedback to make the bill better. Then they will introduce it in the State Legislature.
